Reframing Conflict Management in Primary Schools

A Social Justice Perspective on Strategies for Addressing Conflict between School Management Teams and Teachers

Abstract

Conflict between School Management Teams (SMTs) and teachers remains a persistent challenge in primary schools, yet limited research has examined how such conflict is experienced and managed collectively within specific socio-contextual settings. Guided by Nancy Fraser's three-dimensional theory of social justice, particularly the principles of redistribution, recognition, and representation, this qualitative study investigated the nature of conflict between SMTs and teachers and explored conflict management strategies that promote equity, inclusion, and democratic participation. The study was conducted in two primary schools in the Ekurhuleni South District of Gauteng Province, South Africa. An interpretivist paradigm informed the research, and data were generated through semi-structured interviews with five purposively selected participants, comprising a principal, deputy principal, departmental head, and teachers. Thematic analysis revealed that conflict was primarily associated with communication breakdowns, unequal power relations, inconsistent leadership practices, and limited participatory decision-making. Interpreted through a social justice lens, the findings demonstrate that effective conflict management extends beyond procedural resolution to recognising teachers' professional voices, promoting equitable distribution of responsibilities, and strengthening inclusive leadership practices. Although the findings are limited to a small sample from a single district and are therefore not intended to be statistically generalisable, they provide valuable contextual insights into conflict management in South African primary schools. The study recommends targeted professional development and policy initiatives that strengthen socially just leadership practices, promote participatory school governance, and enhance collaborative relationships between SMTs and teachers.

Dr. Siyanda Mluleki Kenneth Cele is a Senior Lecturer at the University of South Africa (UNISA), within the College of Education. He holds a Doctorate in Social Justice Education from the University of KwaZulu-Natal (UKZN), where his academic excellence was recognised through numerous accolades, including the Dean's Commendation, Golden Key International Honour Society Membership, and multiple Merit Certificates. Prior to his tenure at UNISA, Dr. Cele served as a high school educator in Durban, KwaZulu-Natal, and a lecturer at Rosebank College. Dr. Cele’s academic pursuits are underpinned by a strong commitment to advancing social justice in education, with a particular emphasis on addressing systemic inequities, fostering inclusivity, and advocating for the rights of underprivileged students. His scholarly achievements have been supported by prestigious funding opportunities, including a grant froSm the National Research Foundation (NRF) and the Education and Emancipation Scholarship for his doctoral researSch. Dr. Cele has presented his work at esteemed local and international conferences across South Africa, Namibia, and Europe (Amsterdam), contributing significantly to dialogues on educational equity and transformation. In his current role at UNISA, Dr. Cele designed and developed modules tailored for an Open Distance e-Learning (ODeL) environment, ensuring accessible and inclusive pedagogical approaches. As a postgraduate supervisor, he provides guidance and mentorship to Master’s and Doctoral candidates. Dr. Cele’s professional and academic trajectory is defined by his unwavering dedication to creating equitable educational opportunities and his commitment to the transformative potential of education in addressing social inequalities.
