DKLH BALI DAN KONFLIK PLTS PEJARAKAN: MENAKAR RESPONS PEMERINTAH DALAM BINGKAI GREEN BUSINESS
Abstract
Pembangunan Pembangkit Listrik Tenaga Surya (PLTS) oleh PLN Indonesia Power di kawasan hutan Desa Pejarakan, Bali, memicu konflik sosial-ekologis yang kompleks. Masyarakat lokal menolak proyek tersebut karena kekhawatiran terhadap dampak lingkungan dan sosial yang mengancam ruang hidup dan tata kelola hutan berbasis komunitas. Laporan ini bertujuan untuk mengkaji respons Dinas Kehutanan dan Lingkungan Hidup (DKLH) Provinsi Bali dalam menangani konflik tersebut melalui pendekatan green business. Metode yang digunakan berupa observasi lapangan, wawancara informal, dan studi dokumen. Temuan menunjukkan bahwa lemahnya partisipasi masyarakat, kurangnya mekanisme mediasi, serta belum terintegrasinya prinsip keadilan ekologis menjadi sumber utama ketegangan. Laporan ini menegaskan pentingnya penerapan prinsip Free, Prior, and Informed Consent (FPIC), kajian ulang AMDAL, pembagian manfaat, serta tata kelola multi-pihak untuk mencapai pembangunan energi terbarukan yang berkeadilan dan berkelanjutan.
